Yes, it is necessary within the need of self-regulation. Radio amateurs are the only ones in the world who are allowed to coordinate their frequencies themselves. If our frequencies were no longer coordinated, we would have a chaos. Russia is not excluded from this either. The IARU makes a good job.
This are my 2 cents. Russia's aggression against the Ukraine in connection with the ITU is another story. I do not know the effects in this context.
