Hi, I am trying to RX the beacon here, I see the IQ Plot constellation flashes sometimes but it does not appear steady
not sure if I am setting everything correctly? May be the signal getting here too weak?

So you used this RTL-SDR I think ... but we have always been a bandwide of 2,400,000.
We have also tried an RSP2pro, but it is not recognized by the program. Anyway thanks to markro92 for his excellent work.
